Former county council chairman found guilty of gross misconduct in police role

A SPECIAL constable and councillor who posed as a woman on social media to exchange explicit images with men has been found guilty of gross misconduct.

Kyle Daisley, a former chairman of Worcestershire County Council, used a fake Facebook profile to contact multiple men, a Warwickshire Police misconduct panel heard on June 28.

The 26-year-old claimed he was “having a joke” but the hearing found those involved had been deceived. The panel found he had breached the standards of professional behaviour in respect of honesty and integrity, and discreditable conduct.

Daisley, who was based out of Leamington Police Station, would have been dismissed from his special constable role had be not already resigned.

Detective chief inspector, Steve Flavell from Warwickshire Police Professional Standards Department said: “If the public are to have confidence in their police force, officers need to always maintain the highest standards of integrity; whether on duty or off duty.

“The actions of the former officer fell well below these standards and we welcome the decisions of the panels.”




Daisley has been a county councillor representing the Bromsgrove North ward since November 2019. He was elected as the county council’s youngest ever chairman in May 2023. He resigned from his post as chairman in December 2023.

The former Conservative party member is now listed as an independent councillor.


A Worcestershire County Council spokesperson said: “We can confirm Warwickshire Police notified us of the hearing and the allegation being considered.

“This concerned misconduct during their employment with Warwickshire Police.

“Whilst the individual is not an employee of the county council, we can confirm that safeguarding procedures have been, and continue to be followed.”

 

 

“The Council would like to reassure residents that keeping people safe is at the heart of what we do and we have followed our standard processes.”
